Streamline initial setup of MVP

10x Qualitative Data User story

As a new user to Mel MVP, I want setup the MeL MVP on my local computer so that I can start using the tool.

Acceptance criteria

• Allow NLP model dependencies such as user, dataset, column width to be automatically set up on the initial setup
• Allow user to set up the mvp with no to limited engineering support
• document/update set up instructions in the Mel repo
