[myst] Implement support for skipping execution of particular notebooks #5404

Jupyter Book 1 supported skipping execution of particular notebooks. Jupyter Book 2, build on top of MyST, does not yet support this.

Suggested Actions

  1. Add support to MyST's frontmatter to mark a particular document as no-execute
  2. Perhaps add support to TOC to mark a notebook as no-execute

As part of our "tactical upstream work", this issue tracks the implementation of this feature.
