[New Hub] Refine phases - ProjectPythia

This issue represents the refinement of Phase 1, Phase 2, and Phase 3 for deploying BinderHub for Project Pythia on to Jetstream2

This is deployment, onto the Project Pythia ACCESS allocation, will confirm that 2i2c is able to reliably deploy a BinderHub instance onto Jetstream2 using 2i2c infrastructure.

Definition of Done

Each of the below phases for this new hub deployment should:

• have an open issue,

• have all the relevant information in the issue tables filled out and sections marked as READY,

• have been placed in the Refined column of the Engineering board.
