Improve Form Navigation

With the usage of the new hide/hover functionality on the headers pages, you cannot use tab to navigate the form fields or use enter to submit a header. This needs to be fixed to help usability. Here are the changes that should happen:

Shortcut	Action
Tab	Navigate to the next form element
Shift + Tab	Navigate to the previous form element
Enter	Submit the header row
