It seems like this commit introduced this unintended change 1d6db88?
I have tested on this item in bag on my rogue. Note that it only affects tooltips on real items (in your bag for example) works as expected if you do /att item:6547 or mouse over it in some list.
Users started reporting it after last version bump: 1, 2, 3.

Hmmm does the 'Collected' show up properly for this item in Debug or Account mode? I notice it's a BoE unlearnable by your current character.

I can replicate this when I disable BoE's from essentially being shown. Will take a short look and see if I can quick fix it
