What is the Problem Being Solved?

We need to update rpc connection logic for dapp-econ-gov to improve UX

Description of the Design

Use node selector as per Agoric/agoric-sdk#8505 for dapp-econ-gov to improve RPC node experience

As discussed on Slack - Econ Gov UI will continue to use our Strangelove archive node so this ticket is no longer required
