Remove cleos commands related to history plugin

Consider removing the cleos commands, but note that they are still supported by history_api_plugin emulators.

It would not for us and our operations, we don't use cleos for anything.

I can't speak on behalf of others who may be using those commands to access data from Robo though. If you execute those commands with https://eos.greymass.com as the endpoint for example, they still work.
