Okay but where do I put this? When I click on BinderTool it opens and closes immediately.

Use a command prompt or drag the file on the executable.

I did it! but how do I identify the files I want? The files are all named something like "0002183526_DLC1.bnd"

You need other tools to deal with these file. Like "Intel® Texture Works Plugin for Photoshop" ""Dark Souls III model import maxscript
