Noticed in testing with Cultivate theme - I found this happened through onboarding - so it was the default state when I landed in the Site Editor for the first time. When that happened the default state of the Navigation Block was not as expected.
Steps to reproduce
1a. Go through onboarding with the Cultivate theme, or
1b. Make sure you have no pages in your site, and activate the Cultivate theme.
2. Open the Site Editor (Appearance > Editor)
3. Look at the navigation block
What you expected to happen
To see a default page list, or an 'insert menu' prompt in the empty menu
What actually happened
I see an error stating Cannot Retrieve Pages.
In addition - there is no default menu shown on the front end
