Steps to reproduce

  1. Edit the page of an FSE site on horizon (which has the latest gutenberg version)
  2. Notice the lack of a frame:

What I expected

To see the frame!

Cause

This is likely caused by WordPress/gutenberg#18044, as noted by @Copons. Some of the CSS classes around the editor have changed, meaning we no longer target them correctly.
