Jetpack Plugins: the search filter should recommend plugins from the repo

Currently if you search your installed plugins for something you do not have you get a 'no results' message:

However, it's possible that while viewing plugins a user would try to search for one to add to their site.

Instead of returning 'no results' we could instead return results from the plugin browser's search above your installed plugins:
