test: 48 validator stable over a 3 night run with proving

Test Description

How/When is it run?

Should be a github actions workflow that gets triggered manually on an arbitrary branch:

1. Terraform apply. This should add GCP network, and the AWS network, pointed at each other
2. "Schedule" hourly workflows to:
   • ensure bootnode is dead
   • apply moderate network shaping
   • kill 25% of validators
   • passively assert conditions for the next 72 hours

Network Config

• L1: Local Reth
• Prover Nodes: GCP, 1
• Prover Agents: GCP, spot, 32
• Validators: AWS
• Num Validators: 48
• TPS: 1 per block
• Public Transfers Per Transaction: 1
• Private Transfers Per Transaction: 1

Success Criteria

• After 72 hours, the proven chain is still advancing.
• After 72 hours, less than 10% of epochs have reorged.
