Describe the bug

VMSS backup is currently done during migration, but in a mulitLbConfig, VMSS backups may be missed if one of the LBs causes the migration to fail.

To Reproduce

Migrate multiLBConfig with VMSS backend

Expected behavior

Backups should be taken before any changes are made.
