Update the HttpLoggingPolicy to allow it to take a response time expectation parameter. This parameter will be used to escalate the log level when the request/response time exceeds an expected bounds. This value should be configurable by service to allow them to escalate log messages in scenarios such as a response time exceeds an expected SLA.
