Reload LogLevel using Configuration Provider #840

In order to set the LogLevel based on the mode in the runtimeconfig we need to use a configuration provider that can reload the configuration after updating the Loglevel.

Setting to November Milestone to prioritize already included features before adding new functionality.

Moving to January since RExtension/PythonExtension took longer than expected and this will take more of a refactor too.
