As title says, b3sum_windows_x64_bin.exe doesn't works at Windows 7 since 1.5.2
Last version which works at Windows 7 is 1.5.1.
1.5.2, 1.5.3 and 1.5.4 are not.

I'm not totally sure, but I think the reason for this is that the Rust Windows toolchain dropped support for Windows 7 back in May with Rust version 1.78. b3sum v1.5.2 was just the first release we built after that point. You can still build b3sum with Rust version 1.74+ locally, though our MSRV will likely move past that at some point (it's usually driven by clap).

(I don't know of the in's & out's, nor how "security" may or may not be affected, but...)

Using, https://github.com/cristianadam/api-ms-win-core-synch-Win7/, placing the included api-ms-win-core-synch-l1-2-0.dll along side b3sum_windows_x64_bin.exe, does allow current b3sum to run on Win7.
