Expected behaviour

When a user switches to the win95 theme via the Preferences page, the new theme should scale correctly and all navigation elements of the UI should be in view. The theme should also have all key UI elements visible at a 100% zoom on a reasonably sized desktop monitor. This should happen on both Chrome and Firefox, at the least.

Actual behaviour

The Win95 theme fails to scale correctly. Several theme elements overlap each other and make navigation and control of the UI impossible unless you zoom out to 40% scale. This affects both advanced interface and simple interface, and both Chrome and Firefox.

Steps to reproduce the problem

  1. Go to Preferences / Appearance page via simple or advanced mode main page.
  2. Change Site Theme via the appropriate drop down to win95.
  3. Click one of the "SAVE ALL CHANGES" buttons on the page.
  4. Click "< Back to Mastodon" in the left pane.
  5. Observe the failed scaling of the win95 them.

Specifications

This was found in the current build in the "Staging" branch by myself in my QA environment, with Mastodon Version 3.2.0 and beachcity version 1.20.0.
