Heck of a time on M2 installing - make easier #202

So a couple things I noticed while setting this up on MBP 2023:

This definitely doesn't work beyond Python 3.8 because of the pinned dependency on ortools===9.0.9048 . This may or may not be related, but the output on install is distribution does not exist. One option here is to change the pinned dependency and see if this works on 3.11
That thread suggests 3.9+ is necessary to build
Previously worked around this using 3.8, may be time to upgrade
