I am fine to wait that I run Signal after the sending time.

If the sending time is less than the retention time on Signal servers, when the receiver is not connected to the Internet, then the Signal server should be able to support delivering when specified the given message. It would just leak to Signal server the sending time which may be fine.

Could also leverage the phone with Signal running all time like synchronizing across devices future message delivery that way Signal servers do not even know when an encrypted message will be received for delivery.

Element with matrix-commander may be a workaround, related to Benjamin-Loison/element-desktop/issues/64.
