workaround for BlueprintJS column resizing bug

palantir/blueprint#3833 is preventing us from updating past BlueprintJS table 3.8.0, but that's also preventing #1301 from being merged in (issues with newer versions of React, I think?).

We need a workaround for this, or we need to fix palantir/blueprint#3833 ourselves.

with blueprints table 3.8.22, we just get more bugs when table update. We might need to keep with table 3.7.1

removed from 2.0 release, we will explore alternative table libraries, but can also stick with 3.7.1 for now
