Set up solution for curation and retention of Virtual Appliance images

Background

We will need to retain a series of artifact versions for STLTs to use, especially if they have long-lived upgrade timelines. We'll need some type of artifact repository that can handle ISO files and other packer-generated files. Ideally, we'll also want something that has either a public-facing, user-friendly download page, or we will want to integrate with our Experience team's site.

Action requested

Settle on a solution for hosting our artifacts.

Acceptance Criteria

• Work with experience team to decide whether images should be publicly available, or only available after an email submission or some other form of authentication
• Select a tool that can be integrated into our Central Hosting environment in CDC EXT
• Ensure that we have proper timelines set for retention in accordance with terms of service (work with Rin to make sure ToS has the proper retention disclaimers set up)
• Implement proper security and rate limiting to prevent DDoS.
