Description field needs to be removed or moved elsewhere

Since we have removed the Overview tab, data entered into the Project Description field when creating a template does not display anywhere in the create plan module. We either need to remove this field or consider creating a new tab. We discussed perhaps moving this to a new tab at the beginning of the Create Plan module that could be combined with selecting guidance.

We should hide this field when creating a template and when editing a template if there is no data.

Re-opening this because people can still enter a Phase Description that says it appears on the plan but doesn't actually. We should either show that info somewhere, or remove that field so they can't enter data there.
