New dropdown menus can be hard to navigate

The new dropdown nav menus can be difficult to work with. It is very easy to move your cursor outside the blue dropdown menu which causes the menu to close. This is also an accessibility issue.

We should investigate different options. At the very least, we should widen and reposition the dropdown to make it easier to mouse over after clicking the menu item that expands it.
