Unable to Remove Templates (Even as Admin)

I created a test template and then tried deleting it, but received a message saying I was not authorized to complete the action, despite the fact that I am an organizational admin.

Steps to reproduce the behavior:

1. While logged in as an organizational admin, go to Templates.
2. Under Actions next to a plan, click Remove.
3. Get HTTP 500 error, return to Templates page.
4. Get message of "Error: You are not authorized to perform this action."
