WW3 doesn't support time-averaged output, but @mvertens showed a workaround they've devised for NorESM which does the averaging in the WW3 cap and sends the averages to the mediator which saves them as auxiliary mediator history files.

This is implemented via a new CMEPS auxiliary file stream histaux_wav2med_file1_* and enabled via the configuration variable histaux_wav2med_file1_enabled. It's now available in ESCOMP.
