Horses (maybe true for other animals as well) currently flee/escape whenever they can see an enemy even when the player leads them.
This is probably working as intended but it doesn´t add anything to the game. The mechanic basically makes it so, you can´t / shouldn´t lead horses unless you want to risk chasing them for 10 minutes afterwards because of a chain reaction.
Solution you would like.
player leading a horse should prevent it from fleeing.
Describe alternatives you have considered.
A proficiency could be added to simulate the fact that the player knows it ways around horses. You would gain experience for this proficiency while interacting with the horse (leading or riding the horse for example).

Alternatively, a creature handling proficiency instead of just one that targets solely horses. Cows have fled from me, so I don't see why it'd be specifically only limited to horses in regards to the considered alternative.
