We are going to need an upgrade playbook that:

  1. calls the nginx-consul upgrade playbook from Consolidate the nginx-* into a single nginx-consul container #1347
  2. upgrades consul to 0.6.4 safely
  3. update dnsmasq config see old version of /etc/dnsmasq.d/10-consul exists post upgrade of 1.0.3 -> 1.1 #1292
