Water purifiers take the same time regardless of amount of water

Describe the bug

If you use a water purifier on a 200L drum or water it takes two seconds

Steps To Reproduce

1. get a 200L drum of unclean water
2. get a water purifier with a heavy battery mod so you have enough charge
3. activate the water purifier and use it on the water drum.

Expected behavior

for the handheld water purifier to not be magically fast.

I'm a new contributor, and I'll try to tackle this issue.

Ideally, different methods of purification (electric purifier vs charcoal filter vs chemical) should take differing amounts of time. While the time for the first two should scale based on the volume of water purified, chemical purification via water purification tablets should take the same amount of time regardless of the volume of water, because the number of tablets used depends on the volume purified.
