ClimaDiagnostics.jl is a (more) stand-alone implementation of the diagnostics in Atmos. We should move to using it so that other packages can use it too. Moving to ClimaDiagnostics also allows to iterate improvements in the diagnostic in a simpler environment, increasing the turaround time.
