Add manual center price to Staggered Orders configuration

Staggered Orders is expected to be used in markets not yet liquid; such that don't have any reliable price information. For such markets it should be possible to set a supposed center price, according to which the strategy will be initialized.

If price is not given, the strategy can calculate center price from market, and this price should be displayed.
