List out language changes made to the original fork/project #53

Objective

The objective of this task is to compile a list of all language changes made to the UIPA.org project since its initial fork from the original repository, which was originally based in Germany/Europe. This is not meant to serve as an initial full and complete list, but rather a rolling document and a place to store any language changes when we find them.

After standing up the portal, there doesn't seem to be many German to English language changes that we need to make. Looking at the most recent okfde/froide's locale folder, there seems to be support for a number of different languages.

We should still be on the lookout for any Hawaii(an) specific terminology.

Among my old notes about UIPA.org from 2016, I found the requirement to use terms more appropriate for Hawaii.
FOI -> UIPA
Freedom of Information -> Uniform Information Pratices Act
Public body -> Public agency
Make a Request -> Write a Request

A suggestion. You may want to confirm with Brian Black how important the use of Hawaii-appropriate terms are. If it is important, then all documents (code, text, etc.) should be updated so that it is clear and unambiguous. Also, the sooner the better.

There must be a clear and unambiguous shared vocabulary to avoid misunderstandings that might cause unnecessary work or lost time.

Looking at the master branch of https://github.com/CodeWithAloha/uipa, one can see the overridden web page templates under uipa_org/theme/templates.
