Custom Install locations

This new version supports custom install locations outside of the default expected C:\Riot Games\Leage of Legends and can be manually configured if it can't find the directory on your system.
Whenever the application can't find the directory you will be presented with a folder selection popup, select the League of Legends folder in here and the app should continue as normal.
If the location does not contain the League of Legends files directly it will close with a warning that an invalid location has been provided.

Some people were having issues with the launcher not actually launching the game after changing the language/region settings, and having to manually launch the game afterwards.

This release should fix that issue.

Text seen on labels, combo-boxes, and tooltips within the tool itself will now be translated to Spanish on PCs with a Spanish based locale.

Support for other languages coming in the future.
