Zooming on ViewPicture and PanelCapture doesn't work

Zooming works in theory on the tests located here, but does not work in ViewPicture and PanelCapture implementation here and at other places in the ViewPicture and PanelCapture classes.

This will not affect user interaction if the global scale simply stays at zero, so the broken feature can stay in the background, but it needs to be fixed in the future. I spent far too much time on it and could not get it to work.
