ROM replay test from Mainnet launch

Main point

As suggested by @DavePearce we could (should) find the block that blew up the ROM in the week following Mainnet release in July 2023 and extract a replay test from it. This block would trigger the "multiple deployments at a given address" mechanisms.

@FlorianHuc maybe it would be a good idea to sit down and discuss possible approaches for building the infrastructure to support this type of testing.
