Add support for BLS keystore so that encrypted validator keys can be used.

BLS key store is defined in Draft EIP: BLS12-381 Keystore ethereum/EIPs#2335
There is no known library for parsing BLS keystores so this will need to be written
Remove the existing unencrypted key file as part of this
Initial implementation of old keystore format https://github.com/PegaSysEng/artemis/compare/master...ajsutton:parse-keystore?expand=1
