Add builder-bid compare to the proposer-config

Description

Right now, the https://docs.teku.consensys.net/reference/cli#builder-bid-compare-factor applies across all validators that are connected to a particular deployment of a beacon client.

We would like this to be available at the validator level (like mev-boost relays) using the proposer config file that already exists. This would allow different validators to set different factors that reflect their individual purposes / perspectives

once we complete #7851 we can introduce the configuration in the proposer_config and start using it when blockv3 is enabled

Since we have completed the blockV3 implementation, we now have the backbone to implement this on VC configuration side. What's the appetite for this @beetrootkid ?
