Is your feature request related to a problem? Please describe.

If this tool is installed in global env via composer global install ... and run from there,
then the versions in bom.metadata.tools are empty.
I'd like to know the installation versions of tools when installed globally.

Describe the solution you'd like

Populate tools' version properly, even on global installation.
