Update existing PAVICS instances to DACCS nodes

Help each of the partners currently running PAVICS instances (CRIM, Ouranos, PCIC) to migrate their existing deployment to one of the deployments described in #27, #28, #29.

This should be done so that the projects do not lose the ability to provide any existing services.

However, it may be necessary to break some backwards compatibility in terms of configuration (ie. config files might need to be updated)
