First Time Issue Opener Information is Incorrect

Description

When a new contributor attempts to open an issue we direct them to some first time issue opener instructions. This is great. Unfortunately, the docs are out of date. The Contributing.md file is woefully out of date.

Thanks to @blandoplanet for reporting this on our astrodiscuss.usgs.gov forums. New users are going to struggle to open an issue until we update these.
