deberia ser utilizado por usuarios con permisos de administrador.

se solicitaran:

una lista de canales que el bot deberia trackear (escuchar los eventos de entrada o salida de usuarios)
un canal donde se mostraran las rachas y notificaciones del bot.
una hora de cierre. es decir, una hora a la que se actualizaran las rachas.

el comando deberia devolver un JSON o diccionario.
