Preserve toml file structure when updating a model #79

In my model the toml file was rearranged a bit, including some comments, grouping input & output together, etc. This modified structure of the toml is not kept when updating the model, but instead is being reset to the default order/layout. For example when I only want to update the gauges file, it would be good if the original toml file was updated with just a few extra lines (when update_toml=True), and the old structure was kept. I that possible?

Good suggestions @ctenvelden!
This is also an open issue in the toml library since 2018 uiri/toml#77
We can see if we can do some magic around it in HydroMT, but this won't be that simple I'm afraid.
