https://github.com/DemocracyClub/ee_deploy#databases notes the process for doing this by hand, but its a slightly fiddly process. It would be quite nice if we had playbooks we could run to do tasks like:

Create a new RDS read replica, wait until its ready + create a CNAME with the correct TTL/weight
Remove a CNAME and then shut down the corresponding replica in RDS
Add/remove the primary instance from the DNS zone
