Synchrotron: Add system test #42

Once #41 has been merged, a test should be added for the synchrotron which launches it in a tickit process. This will bring it into line with the other devices.

I added a very simple system test in with #41 so that it possess one. Any more detailed tests can be written when the device is developed.
