Consolidate publish study functionality in curation app #187

There are 3 different entry point in the curation app for curators to publish a study. The functionality is not the same in the three places and this seems to cause problems when unpublishing and republishing studies. These could be consolidated to prevent further issues.

The 3 entry points are
(1) curator information tab of individual studies
(2) Publication view (accessed from PMID link on curation homepage)
(3) curation homepage

The three entry points have been included for different reasons in the curation workflow eg (1) publishing an individual study following editing/checking of that study (2) Publishing multiple studies of a publication in bulk (3) Publishing individual studies without having to first edit and tab through study. Proposed changes should be discussed with the wider curation team at an early stage.

Note, there is some existing functionality to redirect curators from entry point (3) to (1) when publishing a study that has previously been unpublished. See GCST007253 for an example.

This will be fixed in new curation app
