Adopt **any** kind of release workflow

New feature description.
Please, consider producing a release with changelog information on merges to stable. This would ease development based on OLS4 and its API, e.g. client libraries.

Use cases
Developers working with or Operators deploying OLS4 can read about changes of the different versions.

User communities
Developers, Operators.

Describe the solution you'd like
Adopt any kind of conventional commits, semantic versioning and semantic releases.

Describe alternatives you've considered
None.

Additional context
This is a widespread and common practice at most of the major open source projects. Also, this is a low hanging fruit since maven plugins and github actions exist for this task.

@stexandev this is definitely something we want to do but because of workload it always get pushed back. We are a very small team (2 people only) managing this.
