Replace prospector with ruff integrated in Codacy

This is a placeholder issue for now, I will kickstart the procedures sometime in September 2024, but for now, I am just creating this as a PSA 🍺

Battle plan after summer break (ie now: September 18, 2024)

• I have started asking around at Codacy, see [TCE-912] Integrating ruff in a codacy-ruff codacy/codacy-engine-scala-seed#59 - and, by the looks of it, they encourage us to create or own integration gubbins, see [TCE-912] Integrating ruff in a codacy-ruff codacy/codacy-engine-scala-seed#59 (comment)
• for that, a codacy-ruff package would need be created, I am guessing very similar to codacy-prospector
• it is still unclear to me who creates and maintains such a package - it is strongly hinted by the Codacy folk that they are not willing to do that, but it could be the Ruff folk will be wanting to do that, so I asked at Ruff, see Integration of Ruff in Codacy astral-sh/ruff#13391
• when we know who does what, then we'll start hauling code
• Ruff folk would be very happy for us to build a codacy-ruff third party app, see Integration of Ruff in Codacy astral-sh/ruff#13391 (comment)
• as such, I have started working on a (local, for now, to be moved to ESMValGroup when finished) app https://github.com/valeriupredoi/codacy-ruff
