Issue management update

Inspired by Vue, after some trying, we have come to a decision to make some updates regarding issue management of Element:

As of today, it's required to submit new issues with the issue generator, otherwise they will be closed directly. Plus, usage questions are no longer accepted.

Based on this rule, we will spend some time processing all issues that were submitted in the past couple of months. So if you find your issue closed, please follow these steps:

• update Element to the latest version and see if the problem continues
• reopen an issue with issue generator if it does

Please remember that your issue being closed does not mean we don't respect your problem. An issue conforming to our requirements saves time and helps us locate the real problem more precisely. More info can be found at the issue generator page.
