Menu options are grayed out (unavailable)

Solution

The Toolbox requires one of these SQL Server Compact runtime MSIs to be installed, if you want to connect to a SQL Server Compact database file:

Download 3.5 SP2 - installed with VS 2010

Download 4.0 SP1 - installed with VS 2012 (No runtimes are installed with VS 2013 and later)

Issue

You get this error message:
