Reaper rotation issue

I found that using combat on a striking dummy, it will always use the opener from the balance but whenever I start combat in an instance like any of the extremes, it will always do prepull harpe > soul slice > gluttony > gibbet/gallows > death's design instead of harpe > death's design > soul slice > gluttony > gibbet/gallows.

forgot to mention also that unveiled gibbet/unveiled gallows will sometimes overwrite the 2 stacks of executioner by gluttony.
