BRD - A few standard opener issues

Was just hitting a dummy, and in the opening rotation after it should be using resonant arrow on the 7th second and barrage on the 4th second weave, however it does not use either.

This is the current opener for most bards at the moment, due to no gear being available to weave.

It does not use Radiant Encore, Barrage and Resonant arrow at all properly according to this.
